In the User Templares folder If you have not changed the default location enter or copy
%appdata%\Microsoft\Templates
to the address window of Windows Explorer and you will be taken to the folder that contains the default template, see if there is a hidden file ~$rmalEmail.dotm which should not be present when Outlook is not running. Delete that file.
You will of course have to set Windows Explorer view to display hidden files and file name extensions.
Locate NormalEmail.dotm in the same folder and rename it to NormalEmail.old. See if it will start now.
