I appreciate your input, but I know exactly what I did wrong now. Some of my paragraphs were not tabbed but spaced manually, which is recognized by Word as right hand smart quotes. I don't why I did this but it's done. For that document, I have returned the quotes to straight to avoid the headache. Straight quotes are actually preferred by publishers for short stories.
