Default Search OneNote for an identifier in order to obtain a list of section groups w/ common identifiers.

I am using OneNote 2016 in the desktop app. In my notebook I have section groups for each person with which I am working. Each of these people are from one of twelve counties. I would like to be able to search for some identifier in each section group to get a list of each person from a specific county. I have tried using customized tags with the county name but with all of my todo items, the list is extremely long and most of the items listed are not what I am looking for. Second, OneNote is not recognizing my custom tags in the search.

I have tried doing something like #"county name" or @"county name" and all that does is search for the county name in each of the notebooks and does not show the # or @ symbol in the results.

I feel like there is an easy answer to this problem but I cannot figure it out.
