A drop cap is framed text with an anchor. It is possible that the anchor has somehow moved onto the wrong paragraph.

Select the drop cap and you should see an anchor icon appear somewhere near the start of a paragraph. Double click that anchor to see the settings for the frame position. The Vertical position and "relative to" is the thing you should be looking at. And you can lock the anchor to the correct paragraph to be sure it doesn't move to some other paragraph.
