This could be a possible mail client setting causing the form to be placed as an attachment. Secondary option, it is possible they do not have the Microsoft Office suit wih MS Word or Excel located on theri local system. this does add specific functions to the Outlook client that are not available on a stand alone mail client.
To help in locating the proper setting, and or cause of this issue, can you provide the version of outlook this user is currently on? Also do they have the MS suit word and excel for this version as well?
