There is two possible explanations for this no longer working.
1. You've changed the style attributes for List Bullet in that document
2. You've reassigned the default keyboard shortcut to something else.

If you are in a Normal paragraph and do the keystroke, does the style change to List Bullet?

If you refresh the styles from the attached template, does the bullet return?
