Graham has given you a good overview.

For page 3 and after, at the end of page 2 insert a Next-Page section break.
Go into the first-page header and unlink it from the previous header. Do the same for the footer.
Then change the setting for different first page.
Unlink the header but not the footer in the section.
Insert your different graphic.
