Have you tried repairing the Office installation (via Windows Control Panel > Programs > Programs & Features > Microsoft Office (version) > Change > Repair)?

Do note that switching off the mini-toolbar has no effect on the document tooltips display, which is controlled by the 'Show document tooltips on hover' option. That setting affects the display of information such as URLs and reviewers' comments in pop-up boxes. Neither setting has any effect on the display of contextual Ribbon items.
