=RANDBETWEEN(CHOOSE($C$10,1,10,100,1000),CHOOSE($C $10,9,99,999,9999))

and

=MIN($H$3,RANDBETWEEN(CHOOSE($C$10,1,10,100,1000), CHOOSE($C$10,9,99,999,9999)))
