Default Using Who Does What When report in MS Project 2010

I'm trying to understand the hours that this report generates. Filtering the actual Project schedule to December 4th for instance I see that my welders have 10 hours of remaining work. When I run the Who Does What When report it shows that the welders have 20.42 hours remaining work. I can't seem to get the remaining work on the schedule to match the hours shown on the WDWW report. So I don't really trust the WDWW report. What is the correct way to run the report so that I generate an accurate daily or weekly shop load? Ultimately I need to be able to know how many craftsmen we need on a certain day in order to complete the scheduled work.
