I think I can simplify it like this. The template consists of
1. FRONT PAGE with a dropdown, the output of which needs to be reflected in the subsequent sub headers
2. COMPANY PAGE Quick Part Header with Dropdown, the output of which needs to be reflected in COMPANY PAGE Quick Part Sub Header

Both the FRONT PAGE and subheader, and the company page header and related sub header Quick Parts need to be available in two languages, and insertable as many times as the user requires.
