I realize this is a few months late, but I just successfully managed to insert EPS images. The problem lies in with the file number that we've been using for the graphics file converter.

According to this link, for Office 2013, the value used in the registry should be 2012.1500.4420.1023 instead of the one you used. That link also lists values to be used for other Office versions.
