Default Macro keyboard shortcuts randomly and repeatedly stop working

At least once a month, I have to recreate all my macros for no reason I can discern because the keyboard shortcuts stop working. This can be in a document that I used with these same macros earlier today. Also, sometimes it will be one macro and not another that no longer works.

Here's what it is not:

It is not a security issue. In Developer, Macro Security, the security is set to Enable All Macros.

It's not that the macros are gone. In View, View Macros, they're all there.

It's not that the keyboard shortcuts are missing. In File, Options, Customize Ribbon, Keyboard Shortcuts, Macros, they're all properly assigned.

I've tried saving my document as a Macro-enabled document. That doesn't help.

Closing and reopening Word doesn't help. Rebooting doesn't help. I have to re-record the macro.

Can somebody please help me?
