It's impossible to tell from your screenshots what's going on in the document. We can't even tell what you're applying the paragraph formatting to.

Obviously, though, if your tables are too large to fit on a page with a paragraph space before and have their own 'keep with next paragraph' formatting, nothing else is going to fit. Likewise, if you have the table's text wrapping set to 'around', your empty paragraph is liable to disappear behind the table instead of pushing it down the page.
