Default Unable to add a line directly above a table

Hi all,

Hopefully someone can give me some pointers on how to fix this problem. I have, for the past 3 years, been compiling documentation for my employer, but keep getting caught out by this annoying "feature".

Most of the document consists of tables. Above each table, at the top of the page, I want a blank line (not a blank table row). I will use this to insert a title that will appear in the Navigation view.

However, Word keeps reformatting the document so that the blank line is moved to the bottom of the previous page and the table is moved to the top of the page.

Sometimes it does what I want, and my top line remains above the table, but usually it moves it to the bottom of the previous page. This seems to be irrespective of the table height; tables are often aligned to the top of the page with plenty of blank space underneath them.

If anyone can help me format this document as I want, I would be most grateful.
