In that case, you should be using the 'No changes (read only)' restrictions, with the 'limit formatting to a selection of Styles' option checked and editable areas marked as exceptions.

The only place a user can type in a Section to which 'filling in forms' editing restrictions has been applied is within formfields or content controls. Obviously, if you have an unprotected Section, almost anything goes there -
including Style changes.
