Word uses info from the active printer driver to optimise the page layout. That may in part be behind what you're seeing. Changing to a different printer (or even just a different printer driver) would be liable to give a different result.

FWIW, 14mm is 39.685pt. Using a 40pt line spacing would result in a difference of about 0.25in over the height of an A4 page (assuming 20-21 lines/page). So, setting the line spacing to 40pt is bound to result in a mismatch between the stationery and the printout.
