I don't know that anyone from Microsoft reads anything posted here. This is a forum for help with Microsoft products, but is not a Microsoft Forum.
The whole idea of the QAT is to allow users to put things they find important where they can quickly locate them. It seems you are making appropriate use of the QAT. I have numerous commands on mine, the ones that you suggest are not on it because they are not important to me. Save and Send is available (as Share) on the Backstage (File tab). In earlier versions it was labeled "Save and Send."

I attach a .dotx file which, if placed in the StartUp folder will put your icons on the user's QAT.

Where would you put these on the Ribbon? On which tab would they be most useful? The Review tab? How would that make them more accessible than the File Tab? If you have any version of Word later than Word 2007 you can put them on
your Ribbon if you want, following much the same procedure you outline. (Right-click on a Ribbon button and choose Customize the Ribbon.)
