Can anyone please help me?

I am using a laptop and I have been using microsoft outlook 2003 for 2 years now and never had a problem until recently.

Each time I tried to click on links or try to update microsoft office, i will get a message "The operation has been canceled due to restrictions in effect on this computer. Please contact your system administrator".

I am the system administrator and tried to configure all security settings but failed.
