Default Phone call through TAPI driver

I want users to be able to right-click the "from" in an email they have received, click Call - Work xxxx and have the computer instruct their phone to dial their extension. This works without any problems if they right click the contact from the Contact List and select "Call Contact" or Ctlr-Shift-D is pressed. However, if they right-click the from in an open message and click Call - Work xxxx (where xxxx is their extension listed in Active Directory) I get "There may be a problem with your instant messaging configuration. Make sure your instant messaging application is installed and running." If I fire-up Windows Messenger and try it, I get "The call cannot be completed. Your instant messaging application may not be configured properly or your corporate policy may not allow you to make calls."

Any ideas how to fix this?
