So there are a few things going on that affect your text spacing.

First, some paragraphs are fully justified. This means the text on each line in a paragraph is spaced to ensure that the left and right sides of the paragraph align vertically. Word does this by varying the spacing between words. The spacing is particularly pronounced when a long word almost fits on a line and gets pushed onto the next line.
Next, you have fiddled with the font spacing on some paragraphs or within some paragraphs. For instance in the the paragraph commencing "This stage is regulated" after the first 5 words, the spacing is expanded by 1.75pt. This causes spaces between letters and words to grow considerably. The same thing happens in the last paragraph of your sample doc.
Finally, you have instances where double spaces appear between words. Change your options so you can see spaces on screen and these instances become easy to spot.

To get rid of all the formatting issues at once, you can remove all local formatting by selecting it and pressing Ctrl-Q and Ctrl-Space. Then apply styles as appropriate.
