It might be a good idea, but this is not the complaint window or the suggestion box. This is a forum for your fellow users to help you do what can be done in the current product. Nobody here works for Microsoft.

The thing is, someone at MS, a long time ago (more than ten years ago) decided that their bread and butter was not power users but corporate IT departments. The current ability to customize is far better than existed in Office 2007 although not necessarily as easy as Office 2003 (or 97). Even though I bought and installed Office 2007, I never used it. Office 2010 was enough of an improvement that it is now my production product. I have Office 2013 and 2016 but seldom use them.

I don't need a 2-line QAT when I can create a Ribbon tab. If I wanted a floating toolbar of my own, I would at least look at the modeless userform.
