How about trying to right-click on the shape(s) in question and then select FORMAT then PROTECTION. From the menu resulting from the PROTECTION selection, check or uncheck the boxes to get your desired result.

Note: I do not have version 2016 and my experience had been reduced since I retired so, this may or may not help any...depending on how advance Visio has progressed.
