Thank you. Yes, I was selecting the border and it wasn't consistently working. I have Office 2007.

In any case, your suggestion to save it to the Quick Parts Gallery does work. While I don't understand why a Text Box that I create can't be saved to the Text Box Gallery, at least I have a solution using the Quick Parts Gallery.
