If it is forwarded by a rule then, the rule does not come into play until the message arrives in the inbox and the message so created doesn't get sent until the next time messages are sent from the outbox, which almost certainly will not be in the same send/receive cycle. Any delays after the message has left the outbox are out of your control. You could try changing Outlook's settings to send messages immediately, but you may not want that for all messages.
It's 20 minutes. Is that worth worrying about?
