I know nothing about InDesign or epublishing.

1. Select the paragraphs (text followed by a paragraph mark).
2. Open the paragraph formatting dialog.
3. Increase the space before and space after.
4. Check the box for "Don't add space between..."
5. OK out of the dialog.
