You'll need to use a Visual Report based upon the Assignment Usage cube. Try the following:
1. Create a visual report selecting "Baseline Work report"
2. Set the level of usage to Days and click View to create the report.
3. Click the Assignment Usage tab in Excel to view the Pivot table.
4. In the Pivot Table field list - select Resources to add the display of resource names.
5. If necessary - drag the Resources to Rows and place it above the Tasks.
6. Drag the Weekly calendar from Filters to Columns and place above the summary values.
7. Turn off Baseline work and actuals.
8. Hide columns and/or rows as needed.
Regarding the lack of New template option - sorry - I don't know what is up with that.
