Work with a copy of your document.
Try to have the section number in your status bar. I do not know if this works on the Mac. I believe that in many ways Word 11 for the Mac is similar to Word 2003 as far as controls go, but do not know.
If you can, see if you can find where your document shifts from Section 15 to 17.
Perhaps in normal or draft view you will be able to find that section break.
I would go to the end of each problem section and add four or five manual page breaks (Cmd+Enter?) so that you can see all headers or footers. Each section has three even if you do not see them. A section that is less than a page may display none of them but still have all three and those settings can cause you problems. The portion of your document reading NOTES is a separate section, with those headers and footers, even if none is displayed. Try putting three manual page breaks after NOTES and before the section break to see what is going on.
I previously referred you to my header/footer settings recap. Those are a somewhat complex combination of rules for headers and footers.
