If you are pressing Enter at the end of every "line," then you are in fact creating new paragraphs, and when you do that, Spacing Before/After is added to the mix.

First of all, make sure that you only press Enter when you really want a new paragraph.

Then, adjust Spacing Before and Spacing After to the values you want. Look in the Paragraph dialog box where you'll find these options close to the Line Spacing options.
