There's no setting for the default size and here it is still 12 in 2013 and 2016. Are you using a third party template??
To check on the text problem.
Insert a one character box by clicking and type in a few letters. If it is vertical in Shape Format > Text Options check if Wordwrap is checked. If so uncheck it. If the text is now not vertical RIGHT click > Set Default TextBox
