This I don't understand. Save as -> a dotx file
but it wants to save it as doc2.docx not as the word system template.

Ah you said open the normal template. What does this mean.
Start Menu > All programs > Microsoft Office [folder] > Microsoft Office Word 2007 : Is this the Normal template?

I do have this:
C:\Program Files (x86)\Microsoft Office\Templates\1033

There are templates in there but nothing called normal.dotx
The template you need to open is normal.dotm (not .dotx).

I can create and edit templates normally. This used to work fine for years. Looks like Word has changed its template.

You use "Save" to save it. If Word wants you to assign a name to your template, you have created a new document, not opened the template.

You cannot take another template or a document and save it as the Normal Template and still have a fully functioning version of Word. Only Word can create a fully functional normal template.
