Is there really a problem to do a "theoretical" project with current dates?
If the purpose only is to get the scope of the project and not do any actual planning/leveling, just do the project as usual, then when (if) it becomes a reality, just update the project dates by moving it from the projects tab <Project Information> or <Update project> and move tasks that are behind in dates
