Default Trying to add space between lines of bulleted text and a new header but both lines are moving???

I'm working on my resume and I have a sections with lines of bulleted text.
Such as this:

Header
  • line one of text
  • line two of text
  • line three of text
Header

When I begin a new paragraph heading just below the lines of bulleted I would like to increase the spacing between the bulleted text and the new heading. I used the Line and Paragraph Spacing option on the toolbar for this purpose but on one particular section it is not only increasing the space between the bulleted text and new paragraph heading but it is also creating a space on the last line of the bulleted text.

It almost seems like a glitch since I've been able to creating the desired spacing throughout the rest of my document. Just this particular line is giving me trouble. I will say this however, this line of bulleted text is the only one that ends as a two-line bullet.

Such as this:

Header
  • Line one of text.
  • Line two of text.
  • Line three of text, line three of text, line three of text, line three of text, line three of text, line three of text, line three of text, line three of text, line three of text, line three of text, line three of text, line three of text, line three of text, line three of text, line three of text, line three of text, line three of text, line three of text.

Any ideas as to why this is happening and how I can go about resolving it?
