Yes, it is possible.
you can enter each task (operation) in the programme, then allocate a resource to it. This gives you the basic layout. You can also set the level of resource available, and then level out resources to see overall duration. By setting priority levels, you can choose which tasks will have resources allocated to them first (most important job) and see the overall effect of labour levels.
what Project will NOT do is tell you that you have x amount of labour- that always has to come from you.

Specifics at this point we cant give, for 2 main reasons;
1) Not enough info
2) Trying to learn Project from a forum is not easy. I would suggest learning at least the basics, as trying to explain the entire procedure would be very long, and probably not very beneficial as you wouldnt be able to change it
