Default Unable to "Send" in Outlook 2007

Thanks for reading.

I have been having this issue for about a week, I am unable to send emails. When I test my account settings I get this error:

"Send test e-mail message: Your outgoing (SMTP) e-mail server has reported an internal error. If you continue to receive this message, contact your server administrator or Internet service provider (ISP). The server responded: 554 Your access to this mail system has been rejected"

GoDaddy hosts our email, and they have gone through diagnostics and blame the issue on my ISP. I work in an office building that provides T1 internet.

I talked to my ISP and they say the issue is not on their side (although they won't discuss particulars because I don't work for the company on the account) and no other email issues have been reported in the building.

So, I'm checking to make sure this is not an issue on the Outlook side. I have tried outgoing server ports 587, 3535, 110, 25, etc.

Internet Email Settings:
Server Information:
Account Type: POP3
Incoming mail server: pop.domain name.com
Outgoing Mail Server: smtp.domain name.com

More Settings:
Outgoing Server:
My Outgoing Server Requires Authentication
Use Same Settings as incoming mail server

Any ideas? Thanks
