You're confusing Windows OEM installations with the 'Office 2010' Starter edition that was supplied free of charge on some PCs. There is no such thing as an OEM edition of Microsoft Office Professional Plus 2010.

No, all it indicates (at best) is that the Product Key has never been used. The seller's claim that it "comes from a decommisioned pc, never been activated office key" is unmitigated nonsense. Unused Office Product Keys cannot come from a decommisioned pc - only used ones can. Otherwise, how can the seller claim it was 'on' the PC? The Office Product Key being sold was either: (a) never 'on' the PC in the first place (i.e, the seller bought some PCs and some unused Office Product Keys); or (b) was activated, since those are the only Office Product Keys that can come from decommissioned PCs.

But let's suppose you were right about there being an OEM licence for Office. OEM licences from Microsoft are valid only for the hardware with which the software was supplied. Thus you could not legitimately install an OEM edition of Office on anything other than the original hardware - be it surplus, decommissioned, or anything else you care to think of.
