Its possible the following steps will fix the issue you are experiencing:

1. Try Open Internet Explorer
2. Tool -> Internet Options
3. Programs Tab -> Set IE as an default browser
4. Click Ok to close the Internet options

Restart the Outlook and check to see if the permission issue is fixed.
