I was finally able to get it working by deleting the icloud account and datafile from Outlook and reinstalling it.
But now just I few weeks later, I get another Win 10 update and I have to set up Outlook again!. Once I did, I have lost 3 months of sent items and while I have the outlook calendar

and address book set up ok, when I write a new email and check on "To" it comes up with a blank address book. Why doesn't it use the icloud address book that is set up in Outlook?
What is going on with Microsoft?
