I don't know anything about Arabic text and right to left languages but the way your samples are numbered looks like you are trying to do the equivalent in English of:
Figure {Chapter number}-{Figure number in this chapter}

In English, the field codes to do this look like
Figure {StyleRef 1 \s}-{Seq Figure \* Arabic \s 1}
The Seq field code "\s 1" causes a restart after a Heading 1

You could also reset the numbers after a Heading 4 but if you do, there is a subtle difference in what you will get with the "\s 4" switch. The seq numbers will restart after any headings 4 or above - ie Heading 1, Heading 2, Heading 3 and Heading 4 will all restart that sequence number.

This would be OK if you had used your headings logically but it appears that is not the case in your doc. It appears that Heading 4 is the parent style and Heading 1 is a lower level heading. You need to resolve these styles before you can start to use the caption numbers the way they were meant to be used.
In your sample doc, "Inclinometers(chapter 1)" should be a Heading 1 and your caption fields should point at outline level 1 instead of 4.
