Default
If you use content controls for the data input, you can use the 'No Changes (Read Only)' editing restrictions to mark as exceptions everywhere in the documents you want users to be able to edit.

Re: Tables with Rich Text controls, yes you can fix the row height - the same way you'd do for any table.
