FWIW, you can obtain the offline installer file for Windows Live Essentials 2012 from:
http://g.live.com/1rewlive5-all/en/wlsetup-all.exe
With a copy of that, you no longer need to access the on-line installer. It also means you'll be able to reinstall Windows Live Essentials after January 10, 2017, should MS drop access to it after that date.
