If Windows Live Essentials is no longer present in the Control Panel (Control Panel\Programs\Programs and Features), but the installer thinks it's already installed, that suggests a problem with your Windows installation itself. That said, if the folder C:\program files (x86)\windows live\installer\is still present on your system, you might try running:
C:\program files (x86)\windows live\installer\wlarp.exe” /cleanup:all /q
then reinstalling Windows Live Essentials.
