That's where the issue lies. Method 1 was not practical because column 1 was full of data and there were many rows of it.

As far as method two, here's what happens:

First I select the rows and columns to split:



Then I open the split cells dialog and choose the number of columns (same) and rows (2x) I want:



And the result (where "the number" means the number of rows):
