All you should need to do is:
1. Create the table
2. delete the outer table border
3. Create a 'rounded rectangle' over the table
4. Set the position of the 'rounded rectangle' to 'behind text'.
Your comment that:

doesn't make a lot of sense. Unless a shape already has the 'behind text' format applied, you can't 'drag the shape behind text'.
