Default Onenote 2016 is not syncing - Error code: 0x2

I foolishly decided to tidy up what I thought were redundant onenote files in Onedrive but now cannot sync my desktop to Onenote. I get these messages in Notebook sync status:

"We can't access this section file or the attached file because the file was moved, the file name is invalid, or the file permissions have been changed. (Error code: 0x2)"

"It looks like the notebook folder was deleted, so OneNote can't sync to it. If it becomes available again, OneNote will resume sync. You can also sync it to a new location in Notebook Properties, or close the notebook if you don't need it anymore."


I have tried various options (such as file/share and trying to share with Onedrive) but no luck as the Onenote on my desktop already records the link with onedrive. if I paste the URL from each Onenote notebook into the browser (recommended by MS to see of onenote on the web is working) I get this:

Everything seems to be working OK on the desktop and it is saving the material in the usual way (and I can back it up). I need only sync "up" to Onenote/Onedrive at present as the desktop is uptodate - how to I make a fresh start with Onenote/Onedrive?
