This isn't exactly what you requested, but probably accomplishes the same goal:
On the Review tab, click 'Share Workbook'
On the Editing tab, check this box: 'Allow changes by more than one user at the same time. This also allows workbook merging'
On the Advanced tab, select the options that you want to use for tracking and updating changes, and then click OK

You won't be able to add or change the following: merged cells, conditional formats, data validation, charts, pictures, objects including drawing objects, hyperlinks, scenarios, outlines, subtotals, data tables, PivotTable reports, workbook and worksheet protection, and macros.
