Can you select the anchor (or the anchored paragraph) and cut it?
Is the document protected in any way?
Is the anchor or the blue box sitting inside a content control that is protected for deletion?
Select the paragraph where the anchor sits and look to see if the Developer Tab > Controls > Group > Ungroup is available. If it is, ungroup it and then you should be able to delete it.
