Default Open a pdf with microsoft onenote

I know literally we can't do it, but I was wondering if there was a way to do the following with as few clicks as possible

- Have the pdf be printed to onenote
- Open onenote on a new page with that pdf

For example, would be great if I could just double click a pdf on the homepage and the default action would be to print the document to onenote so I can begin inking immediately with my finger

Or right click a pdf on the desktop and select an option to do the above

Is there something like this? Or is there a program that does it better?

I want to draw on pdfs with my finger / circle stuff
