Default Formula Help

I am creating a spreadsheet and need help with a formula for a budget I am creating. It is a 16 month outlook. If I input a value in one row (row 3), I want it to project out 12 columns in the row (row 4) below the one I inputted.

I want to be able to input a value ($150) into a cell (B3) and then it automatically put a value ($45) in cells C4-Q4.
