Well, a Table of Contents for just Headings 2 & 3 would give you:
Subchaption 1.1 (Heading 2)
Keyword_1.1.1 (Heading 3)
Subchaption 1.2 (Heading 2)
Keyword_1.1.1 (Heading 3)
Subchaption 1.3 (Heading 2)
Keyword_1.2.1 (Heading 3)
and you could format the Heading 3 content with an indent to offset it from the Heading 2 content. Granted, they wouldn't be on the same line, but updating the Table of Contents requires noting more than, say, Ctrl-A, F9 after adding new entries to the document.
